Tilt/ Trim will not go up

Let me start off by saying that I am new to the forum here. My name is Dave and enjoy spending time on the water. Im sorry if this should be in the motor section but I think its more boat. Now to the problem I have a 1974 sea star bass boat with a 73 evinrude 65 hp. It has electic tilt and trim. It will not go up however it will go down. It made a clicking noise when I would hit up on the button so I called a local boat shop and the told me is was most likely the celonoid, so i replaced that but it is still not going up. It will not click anymore either when I hit down. I am completely stumped on this thing now. Anybody that actually knows something about boats know what it could be? And yes im pretty sure the pump has enoughhydraulic fluid. My boat only has one celonoid and most people told me it should have 2 one for up and one for down but it has both coming into one celonoid. You may have a bad tilt/trim switch . Usually the solenoid is for up only. The down circuit works through the switch only.

You can disconnect the wires and connect direct to a battery, if it works ok then that would rule out the actual TT unit leaving only wires to control and the switch.
