Tilt trim help

I have a mid 90's mdl 115 hrse evenrude that I got from my dad on a 88 Boston whaler ... Great combo but ... The tilt trim has been acting up lately . And sat it finally stuck in the up position at the ramp ..
I used the bypass screw to bleed it off , and can raise it fine, just won't lower.. Motor sounds good ..
But the smaller pistons below the main lift shaft will not engage at all ..
I think that it might be an " air in the system" problem but can't seem to be the right combo of loose crews and hoses to correct that .
Anyone have this problem before ? Any ideas?

Have you checked the fluid level in it ??

Yes sir I did and added to it ... Still nothing .. Runs up like a champ on main piston but won't come down ..

does the motor run when you try to send it down or does nothing happen when you push the button? if it doesn't run then you might have a bad motor, a bad relay, or corroded wiring. if it does not run, do you at least hear the down relay click on? if no relay click you might just have a bad down relay. swap up and down and see if the problem follows.

If it is running but not moving down then you might just have a lot of corrosion on the joints where the powerhead pivots on the midsection. Cover up all of the hydraulics and spray some PB blast or other penetrating oil on them but be careful not to get any on the hydraulics because it will eat the exposed seals and you'll have a whole new problem. If you've got corrosion there then it just doesn't fall. Gravity causes it to fall it just follows its way down as the hydraulic pressure drops. Corrosion will prevent that.

edit: if it is a corrosion on the pivot point issue then if you keep running it down then it will eventually hit the trim portion, the little rams, and those Do pull down and ought to force it down. it can take longer than you'd think to start pulling it down but that would be a sure sign.

Well , I appriciate the advice , however I already looked into that and found no corrosion , lubed it up and she falls like a champ when you release that pressure release valve 3/4 of a turn ..
The motor is running fine and you can see the motor try to pull down as you push the down button .. It just won't do anything but "try "for about an 1/8 of an inch .
The little rams won't pull in weather I run the motor for 30 seconds or even almost a min .
Seems like its locked somehow ...
I appriciate the advice .. Keep it comin Please ! I hate , hate , hate , having to give up and go to the boat shop ......
