tilt not working on 1998 yamaha 150

I have a 1998 yamaha 150 outboard that leaks fluid from trim/tilt unit.
Recently the trim is the only thing that works.
the tilt makes noise but does not lift the engine.
I would appreciate any suggestions or pointers on how to fix it.

where is the leak? does trim eventually bleed off?

If fluid gets too low it can not lift the motor.

Fill T&T back up and have leak fixed
