Tilt and trim clicking but not doing anything

I have a 1985 70HP Evinrude EL70ELCO. I changed the fuse and I have a fresh battery. My tilt and trim is not moving. When I push it, it clicks but does not do anything. Any ideas?

Was it working before you changed the fuse and battery?

The clicking is probably the relays; clean the wiring connections and check the ground wires.

now working. must of had corosion on wires. thanks for help.
