Thru Hull Leaking

Hi - bought a 23' Trophy and the previous owner installed a thru hull in the rear below the water line for the bait tank pump. Well, of course, now it's leaking. It's a plastic threaded pipe sticking out with a plastic cap on it. I want to seal it, and rubber expansion plugs are not working. Any ideas short of permanently sealing it? Thanks

Are you taking the pump out or just resealing and leaving it in? You mentioned rubber plugs?
