Throttle or something

so I finally move up from aluminum with swiss cheese to a 13 sport skiff cleaned her up launched her and little goHere is the questiion my throttle cable barely moves the stiff cam thingy I remove t cable from cam thing and it moves fine but i can stop cable with finger question should cam thing be stiff (I can move with my thumb and Index) or is the cable weak where does all the cable go if the control box is all the way forward and cam thing has barely moved (maybe half an inch) Oh yeah 1984 evinrude omc 35 horse Ok two or three questions Help Im busted...

Do you have any S bends in the cables?,
if you do , disconnect at the engine and form into loop instead of "S".
That will the cable under tension and remove slop.

Is that where the cable is going,into the "s"? Is that cam that connects to cable supposed to be tight to move or real easy still confused...but will try to loop the cable ,again does the cable go somewhere when I put the control box all the way forward even if It doesn't move the throole cam
