The idea is that you are not supposed to be able to rev above idle unless you want to handgrenade your motor.
Yes. And the amount of throttle travel is limited when in neutral to prevent over-revving.You have to be able to set the throttle ( in neutral ) at above idle speed in order to cold start the engine.
