throttle button

I just got a 87 charger bass boat with an 87 mariner 90hp 6cyl with quicksilver control head. It has a throttle button on it that you are supposed to push in and move the handle to rev it up out of gear and mine isn't working. Like it isn't disengaging the shifter and allowing the throttle to work. does anyone have any idea what the common problems are before I tear into it. Thanks Jim
