I wonder if you could simply ask the trown cleark/DMV to increase the GVCW on the registration, and pay a little more to register the vehicle to avoid breaking this law? Seems like the point of the law is to collect registration revenue based on weight, not to ensure safety.

That is the law in N.C. When you register a suv or pickup they give you 4 weight choices. The lowest is 4000# for $28 which means you cannot pull a boat or haul anything that would exceed 4000#. Most drivers are illegal but the law is loosely enforced. The trooper or dot can only ticket you if your weight exceeds whatever your registered for. Now if you drive in a manner that appears reckless you can be ticketed for reckless driving. It is how you handle your load and what weight limit you purchased. Other states may be different.

Uhhh, no. All of your limits are limits. Your maximum gross vehicle weight rating (GVWR) is 4560# and yields a carrying capacity (in the vehicle) of 1060#, which would also include tongue weight of the trailer. The 1500# your dealing with is the maximum weight of anything being towed, exclusive of vehicle weight. There are many folks who probably exceed their CGVWR if the vehicle and trailer weights are maxed out, although you would not. Two notes, if you exceed 4560# GVW, you'll likely exceed the combined axles limit of 4600#; DMV does not change manufacturer weight ratings ...

Actually in va the only thing that's enforceable is axle/tire/gcwr/gvwr. There is certainly some grey area between a trailer and total cargo capability. I'm not saying anyone should try and tow 2500lbs and they should def. NOT try and load the car with 2500lbs of gear! But I sure am cutting it close huh? This is with the trailer unhitched and fully loaded. No passengers in vehicle.
