That is the law in N.C. When you register a suv or pickup they give you 4 weight choices. The lowest is 4000# for $28 which means you cannot pull a boat or haul anything that would exceed 4000#. Most drivers are illegal but the law is loosely enforced. The trooper or dot can only ticket you if your weight exceeds whatever your registered for. Now if you drive in a manner that appears reckless you can be ticketed for reckless driving. It is how you handle your load and what weight limit you purchased. Other states may be different.
I wonder if you could simply ask the trown cleark/DMV to increase the GVCW on the registration, and pay a little more to register the vehicle to avoid breaking this law? Seems like the point of the law is to collect registration revenue based on weight, not to ensure safety.
