Doubt it's siezed

Yes you can test any hydraulic cylinder

Most likely electrical issue preventing the pump from running

May I ask the process of testing the hydraulic cylinder?

You are likely right- its probably electrical however if it is seized and I fry another trim motor... well best quote I have so far is close to $2000 CDN for the part! Better safe than sorry

Crack a fitting on the cylinder or the fitting on the supply going to the lower fitting.........cylinder will move

The motor has pressure relief valves in both the directions, so you won't damage the motor with a seized ram. You hear them open (change in pump tone) when you trim the drive against the stops.
