Pondering on my plan of attack for restoration, thinking about removing cap, does anyone have info about the process of removal,any info would be appreciated.

We really like pics cuz they help us to help you. If your boat is similar to this one...
Then to remove the cap you have to pull the rubber out of the bumper rail and there you'll find a lot of rivets or screws. They all have to be removed. Some times the mfg will glue the cap on back around the transom area and if that's the case you'll need to cut it loose using a sawzall or something similar. The cap should come right off after that.
