1977 johnson 115 motor has been sitting for 3 years because of this problem it has been to two shops and 3800 dollars later same thing, runs alright to around 3000 rpm starts cutting out and bogging down tach works after giving gas but sits on 0 at idle checked stater at idle 7 volts 14 volts 4000 rpm is this causing all the problems
