Switches at the helm not working?

Good afternoon, all.
We recently purchased a 2001 Sylvan 2100 Space Deck FNC, Model 21SDOC.
She seems to be in acceptable shape considering her age. Difficult to say since this is my first boat and I'm kinda learning as I go.
I had a friend come over and go with me to get her in the water and check her out real good. I was unable to get the electronics to work.
There are three rocker switches on either side of the gauges and two black toggles to the left of the wheel, just beside the key. The toggle switches are not labeled at all. Could those be aftermarket additions or do any of y'all have the same thing?
The gauges seem to be working but the speedometer didn't appear to be registering anything. There is a spinner on the transom beside the transducer for the fish finder (also not working), and it spins freely with a flick of my finger.
I haven't been able to get my hands on any kind of "owner's manual" or other info that might explain some of these details.
Any assistance would be greatly appreciated!

Most boats don't have much of a manual and those that do only a few provide wiring diagrams. Your best bet is get a voltmeter and trace voltages. Could be as simple as a wire was not reconnected to the battery

You should have switches for, Navigation lights, Blower, Bilge pump, horn

What is the blower for?
Does every boat have one?
All boats with a inboard motor has to have a blower to vent the fumes out of the bilge area prior to starting motor.

Turn blower ON for a few minutes prior to starting. If this isn't done and there is gas fumes in the bilge the boat can turn into a bomb
