Stupid question

Would an 1991 OMC inboard outboard have a safety feature that would keep it from starting if it's not getting proper water flow. Sorry for my ignorance just wandering

Ayuh,.... Mudbug,...
This works alot easier for both You,+ Us, if you just type out a couple paragraphs about what your motor is doing,+ what it Ain't doin',....

Start with tellin' Us what Motor We're talking about,...Which outdrive,+ any serial #s always Help...
