I'm sure someone has a favorite way to "pull" a stuck propeller without buying a $100 puller kit. Been in salt water, doesn't look like prior owner did much maintenance.
Mix up some ATF and Acetone 50:50, tilt the motor up and pour the mix down around the splines. Then bump it with a rubber mallet. If that doesn't work, take it to somebody that has a prop puller. Let the mix set for awhile.
May also try tapping the end of the drive shaft after the ATF / acetone pix has set for a few hours. Let the mixture absorb into the splines. Put the nut on the prop shaft so you don't bang up the threads and tap the end of the shaft to jar the spline interface.
A small, multi-jawed puller may grab just enough hub.
