Does the shift handle move?
SHift control handle may have failed.
Shift cable may have froze up or the outer casing has cracked somewhere.
THe coupling and pivot may be broken.
The lower unit may be locked up.
With the motor off, and spark plugs disconnected:
Disconnect cable from motor and try shifting the handle.
Then try shifting the shift rod on the motor. It may help to turn the prop by hand while trying to move the shift rod.
