Steering..... Does this look normal, or even safe?

After looking thru the Mercruiser I.D bible, I did not find a picture or description of this setup. It has the steering tube on the transom plate, but it's not being used and the cable is directly hooked to steering arm.

Nope,.... Not normal,... Is that the cable end, or a hyd. cylinder,..??
