Welcome to iBoats!

Back by the motor over by the side by the gunwales you should find some springs. By the springs there should be some clamps holding the cables. Loosen the clamps and pull the cable tight and compress the spring just a bit and tighten the clamp. Do the same on the other side. Make sure all the pulleys are in good shape and are Oiled/Greased and are fastened well at all points. It's never a good thing to be in the middle of the lake in a tight power turn and have this type of steering Break!!!!

Welcome to iBoats and the Lone* Star club!
Woodonglass said it great and a perfect diagram too. When I did my last one, I used some vice grips to keep the tension on the cable, and a 2nd set of hands made it a lot easier. Keep in mind to do this when your engine is in the running position trim wise. As my dads girlfriend found out, if you put the motor up, the cables can come off the pulleys easily.

Both cables must go into/come off of the drum tangent to the same point, the top (90 deg)! The way it is right now the cable doesn't steer anything, the cable just tightens and loosens.
