Steering actuator Bottom bolt PICS

cant get to the bottom bolt.... is there a special tool ?
or are there any suggestions on how to remove?

there's little to NO room in there. I removed the top one with the cordless impact.....

Easiest way is to remove the motor. I have done it with a flat tip screw driver and pried the tab back then get at it with a boxed wrench

Note: placing another thread in controls just makes more things get split up
