Start pull cord

Hi everyone !

Maybe stupid and easy question, but just wondering ; is the water pump supposed to turn as the pull cord is pulled ?!

When I try to start my outboard, with the muffers, water goes out on the pee hole. The gear is of course disengaged, and the propeller is not turning, but just wondering as to me the fact that the water pump turn might offer some unexpected resistance, but i might be wrong !

as long as the flywheel is turning the drive shaft also turns, as the shaft is splined into the crankshaft.
the water pump is on the drive shaft.
prop shaft turns when in gear
