Ayuh,..... It appears to be the Merc/ Weber AFB carb, which is a carbon copy of the edlebrock 1409,.....
For a rebuild kit, or other parts, edlebrock is cheaper than Merc parts, 'n just as good,..... better maybe,.....

are rebuilds "swappable"? is reman worth the savings of new? what kind of adjustments are required?

Rust on the outside is not really an operational concern it’s what you see when you open it up. If there is a lot of alu corrosion inside then replacement with the similar Edelbrock may make the most sense.

I'm considering it, but the chock flap mechanism is frozen closed. I don't know if the electric choke was resisting it, but its not smooth.

Would that change your suggestion?

At this point you've got nothing to lose by removing and disassembling the carb. If it's clean/operational inside parts are readily available for rebuild/updating

Mikes carburetors has a full selection of marine carb kits, parts and new electric choke assemblies

Ok about 10 years ago I had a cooling hose pop off the P/S cooler on my Cobra and that sprayed salt water all over the engine compartment. Carb had rust on the outside & one mixture screw actually seemed rusted in place. I sprayed a mix of rust penetrants on it & other corrosion let it sit for a few days, & every thing freed up. When I removed the air horn I was amazed how clean the 30 year old Quadrajet was inside. Rebuilt it with a rebuild kit & new accel pump from Cliff’s and it was good as new. Still doesn’t look great but it’s a 35 year old boat now, with an original 4.3 V6 (except for the reman heads I installed 6 years ago).
So I’d spray rust penetrant take apart the electric choke assembly but make your decision by what the inside looks like.
And you all have seen that inside pic a bunch of times lol!

rebuild kit is on the way. I'm going over to pull the carb, today.
While I'm at it, it's been 10 years (time flies) since the distributor & rotor were replaced or it was tuned up.
I'm thinking that I should do that while im at it. Is it better to do all at once, or get it running in between steps?

Electric choke is trashed. Lots of corrosion and a few broken bolts. I could repair and rebuild, but am going to opt to replace.

Also, can someone help me identify the correct tune up kit for my engine? What is RPS?

I have a Reman Engine Quicksilver repower: SN: 90004747 Engine PartNo: 807736R11
I already replaced plugs, but am going to replace cap/rotor/wires.

On the carb I would buy a new Edlebrock 1409 take the jets and step up rods out of your old carb and put them in the new 1409 to set up it properly for a 4.3.

By tune up kit what are you looking for a cap rotor and spark plugs?

need for tune up: cap/rotor/wires. I just replaced the plugs, then decided it was time for a full tune up, especially with carb replacement.

Why use old jets/step up rods?

Exactly as above the 1409 is a universal fit carb. The jets and metering rods tune the carb for a particular application. you will have a as good as OEM new carb then

Is this compatible with the 1406 or other part number? Trying to source a local replacement.

If you are talking about locally sourcing a carb 1406 is the edlebrock automotive carb not rated for marine use you need a 1409 which is the marine version.
if you are talking about locally sourcing a carb kit yes the kit that fits the 1406 is the same for the marine carbs and is commonly on the shelf at autozone/advanced auto/ pep boys.
