Don't send this. Last thing you want to do is get involved in a battle of semantics with some Gov agency. Just do as they say and provide the statement saying you won't solicit paint work.
The statement they want, I view as a confession as it says " any further " I have not done anything illegal, and I won't sign a statement to the contrary

Agreed. You're in danger of escalating the situation, which is the last thing you want to do. All they're doing is warning you and asking for your word that you won't violate the regulation. It's silly, but what can you do? Sometimes you just have to dance to their tune. It sucks, but a little bit of pride is a lot easier to swallow than what that pinhead could do to you if you provoked him. It probably would be a good idea to provide a lucid but nonconfrontational explanation of the entire situtation and ask him to put it in the file as well.
I have done that - it seems escalation is unavoidable; confess or we will escalate!

I agree too. It's quick, it's easy and it's over with........
I am afraid this will not be over until the proverbial fat lady sings - confess, and we will drop this - not likely.

That sounds plausible. What I am really ticked off about now is this yo yo has threatened me with pain of punshishment for something unsubstantiated, and stated that if I don't sign a confession I may suffer said pain. As far as I am concerned, he is complicit. It seems that the issue has focused on me sighning a confession - that is a leverage I will not give them.
I'm sure you guys are way smarter than I but damn I may be prideful, and arrogant at times but isn't there something called good pride?
I think that a trial with a counter suit may be ultimately the grand finally - that sucks. Maybe they won't pursue it?

Do not send that letter as is. Remove any admission of attempting to paint her house. You are admitting your guilt. Just send the letter they asked for stating you will not in the future solicit any painting business.
