solid axle but lots of rust

I have a 14' trailer with a solid steel axle. The 1" spindles on each end are okay..The axle is really rusted, the surface looks like a vacuum packed coffee bag, if that makes any sense. ( I can post pictures later). I drilled a small pilot hole about 3/8" deep to verify that it is a solid axle and i didn't drill thru layers of rust just steel. The boat it carries weighs about 900lbs. with motor. I was just going to repack the bearings and put new hub seals on, but now I'm questioning this axle. Any comments or suggestions?

I don't have a comment on the condition of yours, but a brand new one at Tractor Supply is like $120 with complete hubs.
