Smoking Starter

I was on the lake the other day and after having a problem running at low speeds and the throttle cutting out. Later when I took off the cover, I found out a black vacuum hose going to the carb had come loose. Motor is a 1995 Evinrude Intruder 150hp. I had to keep starting the motor to get back to the dock, but right near the marina I saw smoke coming out by the motor on the last start. After that, it wont turn over at all. I changed the plugs, the flywheel spins without the plugs when I turn the ignition, I just think it doesnt have enough oomph to get the motor to spin. The battery is fully charged.

Any suggestions? What does a new starter/hourly labor run at a mechanic usually?

a round about charge for a marina is about 90/hr. your better off digging into it yourself. keep asking questions on here if you have a problem. learn a few things about what you have just in case your not so lucky to make it back to the dock. does the starter attempt to go? check the fuse near the wire harness plug on the motor. its inside a red plug

Yes it attempts to start. I did not check the fuse. If the fuse was blown would it still spin the flywheel when I turn the key?

Are you sure it was the starter that was smoking? So does the starter spin the motor? If it does I suggest you follow the CDI troubleshooting guide starting on page 61. The motor constantly cutting out indicates an electrical issue.
