From pics I can See that front tires/ axle has more weight.

Since the axle suspension of a dual axle trailer has an equalizer(assuming its not a torsion axle), the amount of load on each tire is always equal.

And 10% is fine for a dual axle trailer. Even the manual for his trailer says 10% is fine.

His problem is not the tongue weight.

My tandem axle trailers all have 10-15% tongue weight and tow perfectly.

Less tongue weight = less stable
