Can anyone tell me what this mounting hardware is called?

Unfortunately I did not think to get a picture of them as installed but the seats have a threaded insert built into the plywood seat bottom and the pictured hardware screws into the seat and then passes through the fiberglass the cushion sits on, then gets a nut and washer to secure them there. This particular set-up seems to be a 516 diameter hardware.

A general search of the interwebs without the proper keywords has yielded me nothing. They appear to be automotive studs with two different thread types (one fine and one coarse) and I have no idea if the flared part comes that way as sold or if they are sold in two separate pieces.

Yes, what you have is what remains of t-nuts and their matching bolts.

They usually have them in various sizes, threads and zinc steel and stainless.

usually when the T-nuts rust, the rest of the substrate and foam need to be replaced.
