Sealing a weathered fiberglass floor

I have aquired a fiberglass boat that needs interior work. The previous owner had removed carpeting , seats, and pretty much gutted the interior but never covered the boat. So over the years the fiberglass floor that was under the carpet has weathered. There are no soft spots but I can see the fiberglass flakes when walking inside the boat.

Is there a sealant I can put over this old fiberglass to keep the flakes from getting worse?

I would sand it down past the flaky stuff, lay down a fresh layer of CSM with polyester resin (with wax). What year boat? Even though no soft spots in the floor that you feel, you should drill core samples of the stringers, transom, and floor to check for rot.

I agree with this approach; if the fiberglass is flaking now, anything you put on top will likely flake off with the substrate.
