Sea star steering

I'm having difficulty bleeding my system out. I have a sea star, dramatic helm adjustable tilt and a sea star ram for steering the motor. I've gone through four quarts of oil trying to bleed this thing. I hooked the line from one bleeder to the other, crack them open and turn the wheel just as I think I get the air out. The wheel sets up and it's very hard to turn. Then the rubber line blows up like a balloon. I'm thinking there's air but I'm not really sure as there's no bubbles in the line at that time. What could I be doing? Rod, I took the line off open one bleeder I had no oil coming out very little and the other line open up is full. Is there a problem with the home or the steering? Rod ammonition is greatly appreciated. Thank you

What is it on, a V drive, I/O or OB, and single or twin?
