I have a 1984 Evinrude 185hp that makes a loud alarm like noise from the throttle control/key area. I've read some of the threads here and the consensus is that a contant whine indicates the motor is overheating. However this is occuring as soon as I turn the key to the "on" position and it does not stop once the engine is running. Even if the engine hasn't been running prior to me starting it. I've ran the motor out on the water and it will sometimes stop whining but otherwise it usually happens whenever the key is in the on position.
Any reason why this would be occuring? I don't think the engine is overheating since this happens before I even start it.
