Rope start squealing noise on Evinrude 7.5 (1983)

Just had work done do get it running good, which it now does, however when I pull the rope starter the last few times I started it it makes a terrible squealing noise when it recoils. Motor starts but has a tendency to cut off as the rope is being retracted. I took off the cover and looked but can't figure out what is causing the "squeal". Any ideas?

Is the drive pinion dropping away from the flywheel? Try some lube on the drive pinion.
