Repair or Repaint?

I have attached some pictures of my 95 Procraft Fish and Ski. When we bought the boat, it had a bad clear coat job. I was advised to pressure wash the flaking clear coat off, and that it would not hurt the gel coat. well, it did hurt the gel coat as shown in the pics. One idea I have is to repair the black area, and just get a vinyl stripe to cover up the gel coat stripe. Or, I could just repaint everything above the rub rail (the gel coat below is in good shape. Anybody got any suggestions or advice one way or the other?

Ayuh,... I'd fair it out, sand smooth, prime, sand smoother, then top paint it myself....

I prefer 2-pt urethanes for spray painting...
I use Martin Seynor, Prizim painting system...
