Reomoving and replacing fence panels

Just bought my first toon, a 1987 bass buggy. I started the demo today. I would like to replace the panels in the fence however, I'm no sure how to remove them or replace them from the fence. It appears to be inset in a chanel approx. a 1/4 inch on all four sides. The "slot chanel" looks welded. Would love some seasoned advice.

If you look close most fences are through bolted with carrage head bolts,,round heads

You can't get those out without destrying the rail, the panel is put in then the whole rail is run through a press to lock it in, extrusion hardens over time so the lip on your rail is problay pretty brittle and won't take any prying.

I would over lay them and ivets to hold the new panel in and you will have to paint the inside but they aren't coming out.

Thanks for the information as always. I started cleaning with Zip Strip and the pressure washer, working great.
