Refinish gauge display

Here is a picture of my boat gauge panel. It seems to be located in the hull (fiberglass) type material. Does anyone have any recommendations on how to clean this up or make it look better? I also posted a picture of the trim above the glass that I'd like to clean up as well. Any ideas appreciated.

Tape it off and apply a coat of paint

Good idea. I should probably remove the gauges, sand it to take off that black cover, and then paint.
