Trouble shooting a 9.9, I found the reeds had two holes rusted through them. Is it common or is it simple neglect by the owner?

Those reeds need to be replaced.

Have you ever seen this condition before? Was it caused by water in the fuel and allowed to sit there or something else?

Rust like that only comes from water sitting in the motor. What is the condition of the crank and cylinders?

Crank and cylinders are fine. I have just never seen reed valves rust before. I thought they were stainless steel and wouldn't rust even after this kind of neglect.

I believe the reeds were made of Sweedish Steel, whatever that is, not stainless steel

What would Holes in the reed cause the motor to do?
