Yeah, just leave it in neutral. With an inboard, just find the thru bottom water feed fitting, take the hose off, and put the garden hose on the engine side, then run it with as much pressure as you need. Also, Don't forget to put it back on when you're done! (sometimes the hose has a "tee" in it, and is set up for a garden hose flush).

1- What sort of fuel pump? If it's manual I would see if there's any filter to be cleaned out.
2- It have a filter bye the carb? Usually in the fitting at the carb. Clean that one.
3- It will probably need a carb rebuild. Maybe a good cleaning just to get it started.
4- Fuel hoses all ok and tight?
