I just bought a 13' Whaler and it did not have any rails. I am deciding on getting just side rails ($129.00), wrap around bow rails ($375), or no rails. Any thoughts would be appreciated on the pluses and minuses of the different options.

The 13' Whaler has a passenger rating per USCG of 6. And that's tight. I, personally, would not allow anyone in my Whaler without rails. If you seat someone near the bow, they will need a handhold.
It's money well spent for safety and comfort.

I think you can do better on the prices on ebay, aerenson.

Whether you should have rails, and which rails, depends on your planned use of the boat.

Is your boat a Standard (tiller operation) a Sport (small side console) or other model?

I have used side rails only on my 13s and found them very helpful when fishing, which is my main boating activity.

What was your call on this? Any luck finding a fair price?
