problem with lower unit

We have a 1988 blackmax175. We removed the lower unit and replaced the water pump. Now we have reinstalled the lower unit at least 6 times. We can't get the boat to go into neutral or reverse. It's in forward all the time. The shifter on the boat works fine. We have tried turning the little shaft on the lower unit and put the boat shifting lever in forward and reverse to no avail. Everything was fine before we started this little project. We read the manual and looked at the pictures. The way that we understand it the shaft turns 30degrees each side of neutral. Any help would surely be appreciated.

shift shaft turns as book says. 60 degrees total travel. No matter what we do, we are stuck in forward. Can't find any other positions.

Gee, Why not reinstall the gearcase in neutral. It is the best way. Drop the gearcase. Figure out if in forward or reverse. Turn shift rod CCW if in forward, until gearcase "clicks" into neutral detent. Set motor control to neutral, reinstall gearcase.
