Pre drilling wood transom??

I am replacing the transom on my jon. I understand I am supposed to drill the hold larger then the bolt. Fill it, then drill the correct size and seal with 3m. What do I fill the larger hole with? Apoxy?

You are creating an epoxy barrier between the hole and the wood. Basic idea is to make it take more years before you need to do the transom again.
