power tilt up button not working

I have a 1999 90hp Johnson and the pump and motor work good on t&t but the up button on the shifter dont work , the down and trailer buttons work up and down

Blue white UP Green white is DOWN acccording to boat info

checked power all the way back to motor good but cant follow it through motor looks to disappear, power leaving from engine cover tilt, had power from the switch on shifter

That motor likely has a trim limit switch on the tilt rod. See if it is out of adjustment or defective. Trace the blue/white wire from the relay box to the trim limit switch.
