Is the power steering pump on a 79 Mercruiser 228 the same one as an automotive power steering pump?

Ayuh,... Sorta,... The bolt holes,+ fitting sizes are usually Different...

The pump on my 1984 228 just went as well. I was planning on buying an auto replacement which only run 40$ at autozone. Were you able to do it? Do you have a part number?

hello carquest part# is 20-860 just the pump without the reservoir you have to use your marine reservoir, that is a cardone pump you can go to napa or autozone and try bring the old one with you to check before buy it.
