Power loose at plane out

I have a 2010 Yamaha SHO VF225FL, starts fine, idles good but when I try to plane out within a few seconds power loose will occur. After several attempts my boat will plane out and run fine. If I drop out of plane and immediately try to plane out again - no issues. If I shut down or idle for a short time the plane out issue will return. Any idea what the problem might be?

VST not staying full while motor is at low RPM
above a certain RPM the lift pumps run all of the time,
low RPM it turns on and off.
pressure relief /recyle valve sticking open might cause that

Thanks 99yam40! Replaced the relief valve in the VST, everything seems fine now. Will know for sure after this weekend.
