possible purchase, need opinions

I saw this and it gets me thinking. I could use it for smaller waters and streams. believe I could get it titled as a homemade. I also have the stuff to make a trailer. I will ask about the motor in the correct forum shortly.
what do you guys think? offer him $150? $100? or what?

My dad just picked up a 14' tinny with trailer and a (rough) 5HP Merc for $600. He grabbed it for the exact reason you mentioned: fishing the skinny water near us. Can go wrong for $150. Make sure it's able to be legally registered!!!!

That outboard looks like a Johnson JW. The best small outboard ever made.
