Possible hydro lock?

Bought a used '01 Stingray Bowrider with a Volvo Penta 3.0L engine. This is our first boat. While putting along at 10mph, I accidentally pulled yanked the kill switch and of course the motor shut down. Tried starting boat and wouldn't start. Towusa guy said it sounded like the starter went out when he asked us to try and start the boat.
Replaced starter and still no luck. Someone suggested it could be hydrolocked but they didn't think so because of how slow we were going. I checked the oil today and maybe it's just me but it looks like water mixed in. Attached a pic.
If I'm right what do I need to do next to get back on the water.

pull the spark plugs and try the starter again, ASAP! if it's hydrolocked water will come out. if you get water out, put the plugs back in and try to start it again. you don't want water sitting in the motor.

I wouldn't start the motor without changing the oil first. Definitely pull the plugs now and run the starter to get as much water out of the cylinders as you can. If you have an electric fuel pump, pull the relay. Put a towel over the spark plug holes as it will spray out and make a mess. Change the oil, run the motor till warm, then change the oil again. Then take it out for a long run to fully get the engine warmed up and the remaining water boiled off.

Agreed with cranking the engine over with all plugs out to check for water in cyls. Water in the motor oil takes a while to show up on the dipstick remove the oil fill cap it will show up under the valve cover first.
I also would dis-able the ignition system while doing this because you don’t want possible arcs to ground with an exclusive atmosphere pumping out of the plug holes (carb engine will do this not sure about EFI).
