port side of hull is soft

Hello I have a 1988 25' sunray and noticed that the port side of the hull is soft , what can cause this and what can I do the repair this?

The INTERIOR port hull or the EXTERIOR port hull? I know this isn't the port side, but above the water line, below?

Does your boat have that low window?

Details about it's exact location may help: Thru hull fittings can be seen just forward of that porthole oval window, looks like there is 3 fittings. There's also 1 near the transom, that's probably the bilge pump thru hull fitting...
