Pontoon I/O 140hp

Have a issue with 2004 suntracker 140hp I/O motor..between 1/2 throttle to full - the motor will sound like it's at max speed but actual speed decreases and feels like we're dragging a " cement truck"- It DOESN'T get hot and the RPMs gauge doesn't raise...fixes thus far have been all new ethanol free gas..and new fuel filter..
Any suggestions?

new problem on an old boat, or new to you boat with a problem?

start with what are the compression numbers on all cylinders
what is fuel pressure
pull your fuel filter, and check its contents for pure fuel (in a clear container)
check that the throttle cable pulls the carburetor throttle all the way open

have you done a tune-up (cap, rotor, wires, plugs)

1st easy check, is there a rope wrapped around prop? My IO did and melted some of the rope into a disk between prop and lower unit, tearing the prop seal.
