Please help will not open up at top end

I have A 1961 40 HP lark III It has not run for years. I have rebuilt the carburater and put new points and coils in the motor It runs great at idel but when I put it on the boat it will not open up it will try if I play with the gear lever and it will for short burst some times but can not get it to run all the time. is their some kind of safty swith that is on the engine so you can not run at high rpm in nutral? please help. Thanks John

Absolutely. the vacuum cut-out switch is there for just that reason. If you do get it to rev up in neutral, it will run wild and you can't get it to slow down. Hence the switch.

You shouldn't be revving it up in neutral anyway. What, you trying to scatter the parts?

I must of misspoak I am not rying to open up in newtral when on the water it will not open up in gear

I was playing with the motor this morning I think that the water choke is leaking into the carburator is this posible and if so can i disconnect it and how their is three lines going into it please help John
