They are pretty much all like that. In the later 80's the tiller incorporated a cable system but I have yet to see one but feel certain it would have to be an improvement over the gear system on the older 9.9's and 15's. You can make plastic washers out of oil jug material and use them behind the gears so the fit is a little tighter. This will help somewhat but your trying to improve a design that (IMO) was flawed from the beginning. I have opted to just ignore the slop. You do get used to it and it doesn't detract from the overall performance of the engine. Best of luck. Rick.
