Plastic like film-please help

I was waxing my new (used) boat today and noticed a plastic like film peeling off the hull. Any idea what this could be and what I should do??

Clear coat? Does the boat have a metal-flake finish? A picture would help.

It was clear... No metal flake finish. Couldn't get picture to take well as it was close to dark. Taking it out tomorrow and will get picture..

The only thing I can think of is that someone must have sprayed hull with a clear coat or something to try and prevent oxidation.
Wax on, Wax off my friend... and I guess keep peeling too !
