Looks like verigated spider plants gone wild to me. Can't remember exactly what the botanical name is.

My aunt had a gob of that in her back yard in Miami..She called it "snake aloe", and I was chosen to thin it out every summer for 50 cents.
PINCED ME OFF EVERY YEAR! :)
I don't think it's even remotely related to actual aloe tho. At least, no aloe I ever saw.
It has to be "Phormium" as calicokid sugested, because it sure looks the same on my monitor:)

And no , Xcuseme, it's too wet to smoke, and rots instead of drying, dude... trust me :D

We got all kinds of that here in Ghana. Come on over and get some for transplant. A very hardy plant - hard to kill and easy to get started.
