Can anyone explain to me what the uses of "Perfect Seal" are? What is it used for, where is it used, when should it be used, etc.etc.?

Perfect seal is a gasket cement. It is Mercury's own brand. It has a number of uses, including thread sealing. A OEM manual will tell you were to use it.
